Submissions for Amendment C116 have now closed.

Maroondah City Council has prepared Amendment C116 to the Maroondah Planning Scheme.

Amendment C116 proposes to introduce three different types of controls to properties in the area of Jubilee Park. These controls are:

  1. Application of a Heritage Overlay (HO)
  2. Introduction of a Neighbourhood Character Overlay (NCO)
  3. Rezoning of land from General Residential Zone to Neighbourhood Residential Zone (NRZ)

During the preparation of the Maroondah Housing Strategy in 2016, residents of the Jubilee Park/Federation Park area expressed concerns about the impact of recent residential developments within the area.

An action within the Maroondah Housing Strategy included a review of neighbourhood character elements, including heritage of the Jubilee Park area.

Independent consultants were appointed by Council and this resulted in the Jubilee Park Heritage and Neighbourhood Character Study, Final Report with the findings providing the strategic basis for Amendment C116.

    Amendment C116 applies a Heritage Overlay (HO) to the following properties:

    • House, 5 Caroline Street, Ringwood
    • House and front fence, 20 Caroline Street, Ringwood
    • House, 18 James Street, Ringwood
    • House, 22 James Street, Ringwood

    The amendment also proposes to introduce two new heritage precincts, being:

    • Haig Street Precinct: 2-34 and 3-31 Haig Street, Ringwood
    • Kendall Street Precinct: 20-32 and 21-35 Kendall Street, Ringwood

    An extension to the existing Heritage Overlay (H098), in particular the Ellison Avenue precinct, is proposed to also apply to 4, 14, 16 and 18 Ellison Street Ringwood.
