In November 2019 we asked for your feedback on the draft Masterplan for the Croydon Community Precinct. You gave us great feedback and now we are checking in with you again, to get your thoughts on the revised Masterplan for the precinct, one that takes into consideration what you told us was important. You can view a summary of feedback received under the 'news updates' tab on this page.

The revised Masterplan includes:

  • An increase to car parking spaces closer to Community Hub A/Croydon Library, including accessible parking bays
  • Consolidation of Community Hub A and Children's Services Hub B into a larger integrated Community Wellbeing Hub. This will ensure ground floor placement and interconnection for the Croydon Library and accommodates a variety of new and existing community groups/organisations
  • Enhanced connection between the larger Hub/Croydon Library, existing duck pond, new open space and new carparking
  • Proposed development sites retained, with one proposed for a mixed use development partnership opportunity that is in line with wellbeing - no sale of Council land
  • Proposed retention and enhancement of the former Croydon Civic Service Centre for community use as a second wellbeing hub
  • An increase in usable open space areas for performing arts, bands, music, dance, and a variety of community activities/events.

    I wonder if there is a space planned for Croydon U3A office , computer classrooms and group meetings .If so, will it be large enough to accommodate the rapidly increasing numbers of elderly folk who enthusiastically use these facilities. Older people, often on their own after the loss of a partner, rely on U3A group and classes for peer company and social contact, sometimes the only outlet they have.

    Hi Glenys,

    Council has been in regular contact with representatives from Croydon U3A in relation to their requirements within the Croydon Community Wellbeing Precinct (CCWP), and will continue to work closely with them through the subsequent stages of the project. At this stage, specific spaces/areas have not been determined, and the focus of the CCWP draft enhancement plan is on the establishment of high level land use.

    Once the draft enhancement plan is endorsed, subject to the feedback from the community, Council will undertake the design of the specific components, and, on consultation with the groups, will identify particular spaces for the various community groups. Based on the draft enhancement plan layout, Council expects that there will be significant space available for community group use within the proposed hubs.

    Will there be access to the new Croydon Precinct using public transport, i.e. will there be a bus from Croydon Station?

    Hi Judy,


    Thanks for the question.

    The Croydon Community Wellbeing Precinct (CCWP) is focused on the establishment of a strong connection to the Croydon station, and this will allow pedestrians to travel safely between. Bus services are managed by the State Government, and hence Council will discuss the possibility of a bus service between the CCWP and the Croydon Station with them accordingly.

    I am sure it has been considered, but I can't see any reference to U3A in the project. Is one of the precincts/ areas earmarked for U3A?

    Hi Judith, thanks for posting this question.

    Council has been working closely with Croydon U3A throughout the project, as well as the many other community groups within the precinct, and it is proposed that Croydon U3A will be based within one of the hubs, with access to a range of multipurpose space within the precinct. 

    Further discussions regarding the specific location, and space for Croydon U3A, will occur once the high level masterplan is finalised and endorsed by Council.

    How much is this community precinct going to cost and how much will rates increase to fund it all? Maroondah rates are already very high, and I for one don't think residents get an acceptable ROI. I hope these upgrades are funded by other means.

    Hi Julia, 

    Thanks for submitting your question to us.

    The Croydon Community Wellbeing Precinct project (project) is proposed to be undertaken in stages, over a number of years (subject to the specific costs of the relevant stages), using Council’s existing capital works program budgets and external funding sources (ie from State and Federal Government). The specific costs of the project stages will be established once the concept design phase commences.
