The Draft Rating Strategy is used as the method by which Council systematically considers factors of importance that informs its decisions about the rating system.

The rating system determines how Council will raise money from properties within the municipality. It does not influence the total amount of money to be raised, only the share of revenue contributed by each property.

The rating system comprises the valuation base for each property and the actual rating instruments allowed under the Local Government Act (1989) to calculate property owners’ liability for rates.
