Maroondah City Council has completed a review of the Maroondah Planning Scheme and proposes to amend the Scheme to implement its findings.

Amendment C155maro proposes to implement recommendations from the Planning Scheme Review 2024 by introducing new or revised local content into the Municipal Planning Strategy, Planning Policy Framework, schedules to zones, overlays, particular provisions, general provision and operational provisions in the Maroondah Planning Scheme. It also makes various zone and overlay mapping changes.

Submissions close 10 May 2026.

Background

The Maroondah Planning Scheme is a living document that is amended as needed. Most of the changes are made by the State Government. They address issues which are relevant to either Melbourne or Victoria as a whole.  

Council conducts amendments which relate to Maroondah specifically. This may include: 

  • changes to the controls which affect a single property or group of properties; and
  • updates to local planning policy. 

The Planning and Environment Act 1987 also requires that Council conduct regular reviews of its planning scheme. This ensures that the Scheme stays effective and efficient. Council has completed a review of its planning scheme. The Exhibited Amendment

Amendment C155maro proposes a significant number of changes to the Maroondah Planning Scheme. Many changes are designed to make the planning scheme easier to understand, reduce unnecessary controls and update provisions where circumstances have changed.

Changes include:

  • Clauses 02.01-02.04 (Metropolitan Planning Strategy)
  • Local planning policies on environmentally sustainable development, retail and office development, industrial land, EastLink and the Maroondah Hospital.
  • Local requirements within the Public Park and Recreation Zone and Activity Centre Zone.
  • Selected schedules to the Vegetation Protection, Significant Landscape, Heritage, Design and Development, Development Plan and Development Contributions Plan Overlays.
  • The local requirements in a number of Particular, General and Operational provisions of the Maroondah Planning Scheme.
  • Zone and Overlay maps affecting a number of properties. This includes, but is not limited to, correction of mapping errors and deletion of Development Plan Overlay Schedules 2, 3, 4 and 5.

Submissions must be made in writing and:

  • Include the submitter’s name and contact address.
  • Clearly state the grounds on which the Amendment is supported or opposed.
  • Indicate what changes (if any) the submitter wishes to make to the amendment.
  • Advise if contact by email or post is preferred if this is different to the way you made contact with Council.

We have prepared a form to make it easier to make a submission, however there is no requirement to use any particular form.  

If a submission is made jointly by a number of people, the submission should nominate the name and address of one person as the group’s representative for notices and representation at a panel hearing, pursuant to Section 21A of the Planning and Environment Act 1987.  The Act also allows for notices to be sent to one of the signatories of a petition.

Your submission and the personal information it contains are collected by Council for the purposes of the planning process as set out in the Act. Your submission is a public document. Council must make a copy of every submission available in accordance with the public availability requirements until the end of two months after the amendment comes into operation or lapses, pursuant to Section 21 of the Act. 

Name and contact details of submitters are required for Council to consider submissions and to notify such persons of the opportunity to attend Council meetings and any Panel Hearing held to consider submissions.

Council will acknowledge receipt of your submission via email, or post if preferred.

Following the consideration of submissions received during the amendment exhibition period, submissions will be reported to Council. 

Where submissions request a change to the amendment Council as the planning authority must either:

  • change the amendment as requested,
  • refer the submission to an independent panel or 
  • abandon the amendment or part of the amendment.

Council may also choose to refer submissions that do not require a change to the amendment to a panel.

Council will advise submitters of any decision it makes for this Planning Scheme Amendment.
