Consultation update - September 2023

Thank you to those who provided feedback on the Draft Community Local Law 2023 during consultation in April and May this year. To view a summary of the feedback provided, please refer to the consultation report.

Your feedback has helped inform the final Community Local Law, which was recently adopted by Council at the 28 August Council meeting.

The new Local Law will come into effect from 1 November 2023 and will be available to view on our website and at our customer service centres at Croydon Civic Square, Croydon and at Realm, Ringwood from 31 October 2023.

Consultation update - April 2023

In mid-2022, the community provided feedback on what matters in regard to safety and local amenity, and how important it is for Council to monitor those activities. This feedback has helped us review Council's Local Law No 11 and to prepare the (renamed) Draft Community Local Law 2023.

Significant community consultation and engagement occurred in April to June 2022. More information on this process is available in the 'FAQ’s' section.

Information on areas of importance raised during the consultation that do not form part of the local law are also available in the 'topics not covered by the Community Local Law' section.

A consultation report has been prepared from this engagement period. The consultation report is available to view here or in the 'key documents' section. This report includes:

  • community feedback as to what community safety and amenity issues were important to the Maroondah community
  • internal discussions as to how the proposed Local Law could meaningfully address municipal changes, regulatory concerns and emerging issues
  • input from several local and partner agencies including Victoria Police and Council’s Liveability Safety and Amenity Advisory Committee.

The local law review and drafting process was undertaken in line with the Local Government Act 2020, and the Guidelines for Local Laws - Manual and Resource Book, published by the Victorian Government.

Provide feedback

During April and May 2023 Council sought further community feedback to assist in finalising the Draft Community Local Law 2023. Please refer to the 'key documents' section or use the links below to access the relevant documents that form part of this consultation.

Hard copies of the relevant documents were also available for viewing at the Council Customer Service Centres.

Five key documents have been developed during this process:

  1. Report on Community Consultation - highlights themes and compliance activities of importance to the community. Residents were asked to rate particular areas in terms of importance and provide comments. Some themes were highlighted during this consultation that do not relate to the Local Law, more information on these themes is available in the FAQ section.
  2. Summary of proposed changes document - provides context and a summary for draft clauses that have been added or significantly amended.
  3. Community Impact Statement - is a document prepared as best practice to provide a summary of the Local Law review process to the community.
  4. Draft Community Local Law 2023 - highlights new and amended clauses for ease of viewing.
  5. Waste Services Guidelines - a new document that will be incorporated by reference into the Local Law, allowing flexibility over the 10-year life of the Local Law

Many clauses in the Draft Community Local Law 2023 have been retained from the current Local Law No. 11. Although the wording or format may have changed, the substantive purpose and responsibility of the clause remains the same. There has also been some new provisions added to address current issues impacting the community.
