Council develops its Draft Public Lighting Policy for Maroondah

8 April 2019

Public lighting plays an important role in the safety and amenity of our community and helps to make our public spaces more useable and enjoyable

The Policy provides guidance on the design, installation and management of public lighting within the Maroondah municipality. It is Council’s intention for the policy to offer a consistent approach to public lighting in Maroondah that reflects best practice and contributes to the sustainability and amenity of the municipality.

The policy applies to public lighting within a Council-managed road, Council reserve, Council car park and adjacent to Council buildings. It is intended to:

  • ensure Council fulfills its statutory obligations for lighting within road reserves, car parks, Council
    reserves and around Council buildings
  • establish the assessment approach that Council will take in relation to public lighting
  • minimise the environmental impact of public lighting
  • balance Council and community interests in traffic safety, pedestrian safety and amenity with the
cost to install, operate and maintain Council’s lighting assets
  • ensure public lighting is delivered in an appropriate, consistent and fair manner.

A comprehensive action plan will be developed to guide work across Council's implementation of this policy. Council will undertake the following priority actions during 2018 - 2025:

  • create a register of public lighting assets in Maroondah
  • collect information about new and existing public lighting infrastructure
  • undertake a feasibility study on the development of a Smart Cities Policy / Strategy
  • respond to faults within 10 days
  • continue to replace 50W and 80W unmetered standard mercury vapour street lights with LED street lights
  • consider options to replace existing non-standard unmetered street lighting with standard street lighting
  • Include best-practice recycling and waste disposal requirements in any tender or request for tender, for public lighting works, including evidence of appropriate recycling and/or disposal
