Consultation update - October 2023

Thank you to everyone who provided feedback on the draft Bedford Road bicycle path functional design.

The feedback received led to the following key revisions to the functional design:

1. Improved bus stop layouts, and improved integration between the bus stops and the separated bicycle path and footpath. 
2. Increased offset (to 0.9 m) between the kerb and bicycle path for improved safety outcome for cyclists and car passengers, bin storage areas, and tree planting opportunities.
3. Improved riding experience for cyclists by removing vehicle crossing laybacks from the path to reduce path undulation.
4. Improved cyclist crossing of Pitt Street by a raised continuous path.
5. Improved cyclist access to Our Lady's school and church by widening the Bedford Road signalised crossing at Warrandyte Road and providing a Shared Use Path (SUP) to the school / church access.
6. Improved on-street parking outcomes by providing 3 additional spaces to the east end near Pitt Street and Great Ryrie Street.
7. Improved path wayfinding signage.
8. Additional tree removal caused by the additional parking and SUP extension to Our Lady’s school and church, addressed by improved tree planting opportunities by a widened nature strip and extended kerb outstands on the north side.

Next steps

The revised functional design will be used to progress design development and approval with external stakeholders (e.g., Victorian Department of Transport and Planning, PTV, etc.).

The revised functional design is not an approved detailed design and should not be relied upon by residents or external parties to make decisions related to development designs or other projects.

Noting the project scale and associated costs, Council will engage in advocacy efforts with other tiers of government and external agencies to secure external funding in order to undertake progress the proposal to detailed design and construction. 

Due to the next steps and requirement to secure external funding, it may take some time to implement the recommended improvements. 

Consultation information - October 2022

We have received funding from the Transport Accident Commission (TAC) to develop a functional design for a new off-road bicycle path along Bedford Road between Warrandyte Road and Rosewarne Lane in Ringwood.

The proposed path will provide a direct off-road bicycle connection to the Ringwood Metropolitan Activity Centre (RMAC), nearby schools and other local cycling paths. The two-way bicycle path will be separate from the walking path and raised from the road to ensure safety for all users.

This project forms part of the larger Ringwood to Croydon Connect project, connecting Ringwood Station to Croydon Station by bike. This project will also create a vital link between the Box Hill to Ringwood bike path and the Heathmont Rail Trail (see below).

Design

The functional design proposes:

• High quality off-road bicycle path to enable bike riders of various abilities to safely travel along the north side of Bedford Road.
• Retain footpath on the north side of Bedford Road to maintain separation and safety for pedestrians.
• Widening of the north side of the road to accommodate the separated bicycle paths and footpath.
• Constructing kerb outstands on the north side of the road to cater for the bus stops.
• Improved landscaping and beautification of Bedford Road.
• Reconfiguring the road area to accommodate 3.5 metre wide traffic lanes for cars and buses, and a 2.5 metre wide parking lane on the north side.
• Removing the parking lane from the south side of Bedford Road and constructing 9 indented parking spaces on the south side.
• Removing existing substandard bicycle lane infrastructure.
• Minimal vegetation removal and utility services impacts.
