Maroondah City Council is committed to creating a sustainable built environment and has embedded its sustainability goals across a range of Council activities and strategies. Environmentally Sustainable Development (ESD) aims to ensure that developments meet the needs of the present without comprising the ability of future generations to meet their own needs by adhering to appropriate environmental design standards.

There is currently no state-wide policy on Environmentally Sustainable Development (ESD). In the absence of such policy, in 2009, a number of local councils in Victoria coordinated their efforts to introduce a consistent ESD policy into their respective planning schemes (https://www.casbe.org.au/what-we-do/state-local-planning-policy/). To date, 19 councils have had their ESD policies gazetted.

Maroondah Council has implemented the Sustainable Design Assessment in the Planning Process (SDAPP) since 2012 under a voluntary arrangement and started actively applying this in the Ringwood Metropolitan Activity Centre since 2017. However, the Maroondah Planning Scheme does not currently contain an Environmentally Sustainable Development (ESD) Local Planning Policy. An amendment to the Maroondah Planning Scheme is required to strengthen Council’s ability to consider environmentally sustainable design measures when assessing a wide range of residential, commercial and industrial planning permit applications. The ESD policies aim to support and strengthen a range of existing clauses in the Planning Policy Framework (PPF) and Local Planning Policy Framework (LPPF). Local policies are applied when another provision of the planning scheme triggers the need for a planning permit.

Maroondah City Council resolved to introduce an ESD Local Planning Policy at its meeting on the 31st August 2020. Amendment C137maro supports Council’s commitment to achieve a clean, green and sustainable community and provide leadership in responding to climate change. This Amendment introduces a Local Planning Policy into the Maroondah Planning Scheme to provide policy guidance for Environmentally Sustainable Development (ESD). The purpose of the Policy is to ensure that development in the City of Maroondah achieves best practice in environmental sustainability, from the design stage through to construction and operation.

Maroondah City Council is part of the fourth round of councils set to introduce an ESD Local Policy into their planning schemes. The introduction of an ESD Policy will address a gap in the local planning policy framework to ensure that environmental performance is considered in the assessment of development proposals. The Policy will assist in providing certainty to applicants on application requirements for medium to large scale developments and is aimed at achieving best practice for sustainable development.

The Policy requires applications to be accompanied by appropriate supporting information to demonstrate how the relevant Policy objectives will be achieved. Dependent on the scale of development (e.g. number of dwellings/alteration/additions), application requirements include either a Sustainable Design Assessment (SDA) or a Sustainability Management Plan (SMP) and/or a Green Travel Plan (GTP).

Any person who may be affected by the Amendment may make a submission to the planning authority about the Amendment. Submissions must be made in writing giving the submitter’s name and contact address, clearly stating the grounds on which the Amendment is supported or opposed and indicating what changes (if any) the submitter wishes to make.

Name and contact details of submitters are required for Council to consider submissions and to notify such persons of the opportunity to attend Council meetings and any public hearing held to consider submissions.

The planning authority must make a copy of every submission available at its office and/or on its website for any person to inspect free of charge for two months after the Amendment comes into operation or lapses.
